In language, we use such to group subjects usually reflecting the essence of the collection. With these examples, think about how the collective gives image to the term.

Herd of cows

Flock of chickens

School of fish

Gaggle of geese

or a Pride of lions.

There are less widely known groups.

Murder of crows

Exaltation of doves

Parliament of owls

Now consider a group of Baboons. They are the loudest, most dangerous, most obnoxious, most viciously aggressive and least intelligent of all primates.
And what is the proper collective noun for a group of baboons?A Congress, A CONGRESS OF BABOONS!

Remind you of anything? TRY THIS!

See the similarity?

That pretty much explains the things thatcome out of Washington !You just can't  make this stuff up.
